Senator Arthur Vandenberg was instrumental in the formation of the North Atlantic Treaty Organization (NATO), calling it a “fraternity of peace” and that “it simply makes the obligation plain and dependable for us and others”. As a leading voice in foreign policy, Vandenberg was a strong proponent of bi-partisan cooperation and U.S. participation in international peacekeeping efforts.
The formation of NATO marked a significant shift in U.S. foreign policy towards greater international cooperation in the post-World War II era.
The NATO agreement was signed on April 4, 1949, and originally included 12 countries: Belgium, Canada, Denmark, France, Iceland, Italy, Luxembourg, Netherlands, Norway, Portugal, the United Kingdom, and the United States. The key element of the pact is Article 5, which stipulates that an attack against one ally is considered as an attack against all allies.
