In September 2023, the United States recognized two nations in free association with New Zealand: Niue and the Cook Islands. It recognized them as “sovereign and independent” states and established diplomatic relations as part of an effort to counter China’s expanding influence, emphasizing the United States’ commitment to the Pacific amidst increasing geopolitical interest from China.
The Cook Islands is an archipelago in the South Pacific Ocean, consisting of 15 islands. This political arrangement allows these nations to be self-governing and independent while New Zealand handles most of their diplomatic relations and defense. However, both Niue and the Cook Islands maintain a degree of international diplomatic presence independent of New Zealand, including participation in various international organizations. The recognition by the United States signifies acknowledgment of their sovereignty and status in international relations.
